The first stage is absorbing, via the absorbent mind, a full impression of all the various separate components that will later be joined. If complete the absorbing, it creates a motivation for learning.

The second stage of learning consists of repeatedly acting out connections between the absorbed phenomena that were only loosely associated in the first stage....In essence, this second stage of learning solidly binds, through repeated and carefully controlled activity, certain previously absorbed phenomena, and thereby draws clear distinctions around them, making of them a unified concept.

The third stage of learning is the conscious application of the now bound and circumscribed concept to tasks and situations that will give it a meaningful place in the child's world.

So learning is essentially connecting - a set of related perceptions motivating connective activity that is in turn given application....the three year old's activities begin to be more purposeful, because the child's development has progressed to a point which awakens the will. Purposeful activity starts to integrate the child's abilities by bringing them into a personally managed relation with the world.
